Dear Mr. Springsteen:
l The Nuclear Regulatory Commission has recently received an application (copy enclosed) from General Electric Company and GETSCO to export low enriched uranium to South Africa. Ths application dated May 10, 1976, requests a license authorizing the export of 551,042 kilograms of uranium enriched to 3.8% contained in fuel elements for the Zoeberg dual reactor.
The Commission is reqta. ired by the Atomic Energy Act of 1954, as amended, to determine, before issuing such a license, vbether the proposed export would be inimical to the common defense and security and whether the 2xport would be under the terms of an Agreement for Cooperation arranged pursuant to Section 123 of that Act.
Before taMng action on this license application, we would appreciate ,
receiving your views, in accordance with agreed procedures and (fom the overall perspective of the Executive Branch, as to whether the issuance % >
of the license would be inimical to the common defense and security and whether the export would fall within the Agreement for Cooperation between the United States and South Africa.
