SUBJECT:
RELIEF FROM TECHNICAL SPECIFICATION LIMITING CONDITIONS FOR OPERATIONS (LCO)
Enclosed is a revision to Regional Instruction No. 1310.1 concerning relief <
from technical specification limiting conditions for operations (LCO) that would unnecessarily require reactor shutdown or delay reactor startup absent some regulatory relief. The purpose of this revision is to (1) incorporate revised guidance concerning this matter received from the Director, NRR and the then Director, Office of Inspection and Enforcement, in a revised enforce-ment guidance memorandum (EGM 85-05B) dated February 27, 1987; and (2) provide a recent example where Region I exercised enforcement discretion to grant a licensee temporary relief from a technical specification LCO.
You should familiarize yourself with the enclosed instruction, and its '
enclosures, including EGM 85-05B, and any questions should be directed to the Enforcement Of ficer or to your supervisor.
