ENFORCEMENT DISCRETION RELATED TO HOPE CREEK GENERATING STATION, DOCKET NO. 50-354 l

j In accordance with Enforcement Guidance Memorandum 85-05B, on April 20, 1987, Region I granted a three day extension of a seven day Technical Specification '

Limiting Condition for Operation (TS/LCO) at Hope Creek for the "B" channel of 1 the primary containment hydrogen / oxygen concentration analyzer and monitor (an accident monitoring instrument). The TS/LCO had been entered on April 13, 1987 and the expiration was extended from April 20, 1987 to April 23, 1987. The licensee submitted a written request for discretionary enforcement to Region I on April 20, 1987. In addition, discussion of the potential need for the extension took place between representatives of the licensee and Region I staff on April 17, 1987 in anticipation of this TS/LCO (3.3,7.5) expiring prior to completion of repair and calibration of the "B" channel of the hydrogen / oxygen

{' concentration analyzer and monitor.

Attached to this memorandum is the Region I letter to the licensee authorizing the three day extension and the licensee's request. The request asked for a seven day extension; however, based on a subsequent conference call with l Region I and NRR staff, the licensee revised the request to three days. The basis for the decision to grant the extension was that the plant was not  ;

operating in an unsafe condition since

1. The extension was for a short duration and the affected equipment was expected to be restored to an operable condition within the extension period; and,
2. Continued operability of the redundant equipment (Channel A) and back-up monitoring capability through use of the Post Accident Sampling System was required to be maintained throughout the extension period.

After the extension was granted, at approximately 4:00 a.m. on April 21, 1987, the licensee completed the necessary repairs and restored the "B" channel of the hydrogen / oxygen analyzer to an operable condition.

Discretionary Enforcement Relating to the "B" Hydrogen /0xygen Analyzer This letter is in response to your April 20, 1987 letter, requesting that NRC exercise discretionary enforcement in the case of the "B" Hydrogen /0xygen Analyzer at the Hope Creek Generating Station. A copy of your letter is attached for reference.

We have reviewed the basis for your request, and, noting the availability of the redundant channel, as well as the capability of the Post Accident Sampling System, an additional 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> period is granted for Technical Specification 3.3.7.5 for the specific case of the "B" Hydrogen /0xygen Analyzer. This period will expir'e at 9:37 a.m. on April 23, 1987. You will also note that

( this is less than the seven day extension you had requested.

You are reminded that, should either of the alternate methods described in the attached letter become inoperable, you shall immediately take steps to place the unit in Hot Shutdown within 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> and Cold Shutdown within the follow-ing 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.
