Dear Madam or Sir:

On December 10,1997, the Nuclear Regulatory Commission (NRC) issued an l inspection report (No. 9990073'2/97-01) to Goulds Pumps, Incorporated, identifying a i deficiency in their quality assurance program. This inspection repon contained a Notice

!- of Nonconformance (NON) regarding deficiencies in the material dedication process used by Goulds Pumps. Goulds Pumps notified Illinois Power (IP) of the NRC finding _

in a report under the provisions of 10CFR, Part 21. This notification states that the NRC found that Goulds' use of a portable metal analyzer, Texas Nuclear Model 9277 -

Metallurgist - XR to analyze 316 stainless steel material for conformance to ASTM A743 Grade CF8M was unacceptable. The NON identified that Goulds has not verified all material characteristics during the dedication process. Goulds did not verify all of the chemical requirements and did not check for any mechanical properties of the l material being tested.

l-On the basis of the Goulds Pumps notification, IP performed an independent investigation into the dedication process and quality assurance programs of Goulds Pumps and found additional discrepancies. A review of Goulds Pumps parts in Clinton Power Station stores was begun to verify chemical content and material hardness. The discrepancies identified were found to be acceptable with the exception of some replacement parts purchased from Goulds Pumps that did not contain the required material for application in safety-related systems. Specifically, a coupling kit in stores contained SAE Grade 2 bolts vice the required SAE Grade 5 bolts. IP has identified the safety-related systems where this coupling kit could have been.   • U 402995 Page 2 evaluated by the Nuclear Station Engineering Department and found to be acceptable.

However, those bolts were replaced with the proper Grade 5 bolts to rectore design. The other potentially affected safety-related pumps will be inspected as the current schedule i will allow and evaluated on a case by case basis.

IP received the Goulds Pumps 10CFR21 notification on March 9,1998 and determined that this issue was potentially reportable under the provisions of 10CFR21 on March 11,1998.

I Condition Report 1-98-03-170 was initiated to track investigation and resolution of this issue. IP's evaluation of this issue, under the provisions of 10CFR21, has not been completed. The evaluation of this issue will be completed when all effected safety related pumps have been inspected. This action will be completed by November 14,1998, in accordance with the current maintenance schedule.
