I. GENERAL INFORMATION A. Introduction The light water-moderated and -cooled pool-type nuclear reactor owned by the University of Kansas began operation in June of 1961. It has been effectively shut down since June of 1984.

All unirradiated nuclear fuel element assemblies were shipped to Oak Ridge on January 8, 1986. All irradiated nuclear fuel element assemblies were shipped to the Savannah River Plant in two shipments, on January 28, 1986 and on February 2, 1986.

The University intends eventually to decommission the facility. In the interim, and pursuant to the Code of Federal Regulations, Title 10, Chapter 1, Part 50.90, The University of Kansas (KU) hereby applies for amendment to its Facility Operating License R-78, Docket 50-148, to change the reactor facility to a " Possession Only" status permitting the licensee to possess but not to operate the nuclear I reactor.

Approval of this application will provide assurance that the KU ,

Reactor Facility can be safely maintained for an indefinite period during which further planning and preparation for decommissioning can be accomplished.

B. The Applicant General information required by 10 CFR 50.33 concerning the applicant is contained in the University's application for license dated March 4, 1980, as supplemented.

II. CURRENT STATUS OF THE FACILITY All nuclear fuel has been removed and shipped to DOE facilities. The only special nuclear material remaining on site is 1 gram of uranium 235 in a fission chamber and 32 grams of plutonium contained in two plutonium-beryllium neutron sources. However, the plutonium has been transferred to the State of Kansas License 38-C019-01 (expires February 28, 1988). All structural elements which had become activated have been removed and disposed of. All ion exchange resir.

has been disposed of. The reactor tank has been drained and a cover has been bolted to the tank top to prevent accidental entry into the tank. The exposure rate at the top of the tank is < 0.03 mR/hr. The maximum exposure rate inside the tank is < 30 mR/hr at the bottom of the tank within the region where the core had been.

I III. PROPOSED AMENDMENT NO. 15 To OPERATING LICENSE R-78 1

A. This amended license applies to the remnants of the light water-moderated and -cooled pool-type nuclear reactor (herein .the facility or the reactor) which is owned by the University of Kansas and located on the University's campus in Lawrence, Kansas, and described in the University's application for license dated March 4, 1980, as supplemented. The remnants consist of the reactor tank and shield including the beam ports and thermal mlumn. {

B. Subject to the conditions and requirements incorporated herein, the Commission hereby licenses the University of Kansas (1) Pursuant to Section 104c of the Act and 10 CFR Part 50 -

" Domestic Licensing of Production and Utilization Facilities," to possess, use and operate the reactor remnants as a utilization facility at the designated location in Lawrence, Kansas, in accordance with the procedures and limitations set forth in the amended license.

C. This amended license shall be deemed to contain and is subject to the conditions specified in Parts 20, 30, 40, 50, 51, 55, and 70 of 10 CFR, Chapter I, to all applicable provisions of the Act, and to the rules, regulations and orders of the Commission now or hereafter in effect and to the additional conditions specified below:

(2) Technical Specifications The Technical Specifications contained in Appendix A, as revised through Amendment No. +415, are hereby incorporated in the license. The licensee shall spcratc maintain the facility in accordance with the Technical Specif11 cations.
