{ S Dohglas, Alaska 99824 AND LABORATORY OPERATIONS March 29, 1988 Beth Riedlinger U.S. Nuclear Regulatory Commission Region 5 1450 Maria Lane, Suite 210 Walnut Creek, California 94596

Dear Ms. Riedlinger:

As we discussed by phone earlier, here is the information you requested for our license # 50-14858-02.

Upon reviewing the file and the missing document., that you kindly sent copies of, I was concerned about the quality of our radiation safety program, as all of the original formally trained staff are no longer here.

In fact, I also had formal training in radiation lab safety at the University of Washington in 1975, however I am resigning effective April 15, 1988.

To strengthen the program here, I sent Richard Heffern, one of our senior chemists to a training course in Oklahoma City.

I have enclosed a copy of the brochure.

We have not yet received any letter or certificate from the course, but rat.her thaa wait for it, I am sending you what we have.

I have also enclosed a copy of Mr. Heffern's trip report, documenting that he visited some other labs to learn from them, also.

Regarding the request to add names to the license, Donald LaFara is presently the only one using the licensed materials.

The others were named with the intention of being contingency analysts for the analyses of gross alpha in water that we perform.

Don was trained directly by Mr.

Heffern in this analyses.

Clara Jodwalls has a Master of Science in Chemistry and was trained in the safe use of and used carbon isotopes at the University of Alaska, Fairbanks, Institute of Water Resources.

The other named staff would be considered contingency analysts, to be trained if Mr. Lafara should be unable to perform these analyses.

As soon as Mr. Heffern has taken care of some of his other backlogged work, I

intend that he will write up a

formal radiation safety SOP for our laboratory which will document training requirements and will make it much easier to train other staff.

I estimate that this will be done in about 4 months.

Sincerely, Rosemary Antel Chief, EQM&LO Enclosure

Chemist IV trip report Radiation Safety Training Course in Oklahoma City (3/6 thru 3/11/88)

and Radiation Lab Visits in Montgomery, AL and Seattle, WA (3/14 thru 3/18/88)

The formal radiation safety training course gave instruction in the following areas:

1.

Principles of radiation production and interactions.

2.

Collecting radiation data (area surveys, leak tests and wipe tests).

3.

Interpreting the test data and making intelligent decisions on how to protect themselves and others.

4. Complying with governmental and institutional regulations.

This course gave me a knowledgeable background in principles of Radiation Safety.

It further assisted me in gathering pertinant information (from the radiation experts I visited the following week) for establishing and maintaining an effective radiation safety program for the EQM&ID Lab..

As with most outside training trips, the greatest benefit to the ADEC is in establishing outside contacts with radiation experts

!

who are willing to offer advice and constructive criticism on

'

present and future projects.
