OFFICE CONCURRENCE ON FINAL RULE ENTITLED

" LICENSES FOR RADIOGRAPHY AND RADIATION SAFETY REQUIREMENTS FOR RADIOGRAPHIC OPERATIONS" The Office of Administration concurs on the final rule package that amends Parts 34, 71, and 150. We have attached a marked copy of the final rule that presents our comments.

We strongly suggest that the changes to Part 34 be presented as a revision to the entire part rather than as a series of 51 separate amendatory instructions. While the piecemeal approach may have had some value at the proposed rule stage in identifying the changes made, the utility of this approach diminishes significantly in the final rule. Presenting the revision as a revised part will greatly simplify the incorporation of the new material into the Code of Federal Regulations. The Statement of

' Considerations for the final rule adequately describes the specific changes made to Part 34. Our comments provide the changes necessary for this change.

We note that there are a number of implementation dates to be inserted in codified text that are based upon the effective date.

When the document is submitted for signature and publication, we request that your office identify the paragraphs of codified text where such dates appear. This will expedite final processing and l

help ensure that the proper dates appear in the published document.

We have forwarded a copy of the final rule to the Information and Records Management Branch, IRM, for their comment and concurrence concerning the paperwork management aspects of this rulemaking action. We have requested that they respond directly to you.
