The Reactor Systems Branch has reviewed the Commission Paper package, provided with the referenced memorandum, concerning the proposed rule revision to Section 50.46 and Appendix.K.- Also included in the package was a new Regulatory Guide, "Best Estimate Calculations of Emergency Core Cooling Systems Perfomance," supporting the implementation of the revised rule. We :
have concluded that the proposed package is generally acceptable and NRR j concurrence should be provided on the package.
We do, however, have 'two coments which should be femarded to RES. On Page ,
32 of Enclosure E, the modification to Section I.C.5.6 of Appendix K is i provided. Consistent with the intent to eliminate the Dougall-Rohsenow flow i film boiling correlation as an acceptable model, we believe the phrase "The ;
Dougall-Rohsenow flow film boiling correlation" should also be marked for deletion.
Secondly, on Page 6 of Enclosure E, it states that a "... favorable review of the NRC uncertainty methodology" had been obtained. Based on our review of !
Enclosure C, it appears that the review findings were only generally 5 favorable. Numerous coments were enclosed which indicated that there were disagreements with some details of the approach. We recommend that the phrase, and any other similar phrases within the Comission Paper package, be modified to more accurately reflect the review findings.
