REVISION OF THE ECCS RULE CONTAINED IN SECTION 50.46 AND APPENDIX K OF PART 50 This memorandum transmits to you the final Comission paper package for the revision of the ECCS Rule contained in Section 50.46 and Appendix K of 10 CFR Part 50. This final rule will permit licensees or applicants to use realistic calculations of the performance of their ECC systems in response to postulated design basis loss-of-coolant accidents. The proposed rule was published in the Federal Register on March 3, 1987 (52 FR 6334). The comment period expired on Juh 1,1987 and a total of 33 comment letters were received. The Staff has considered and resol ud all of the comments received and recommends that no substantive changes be made in the rule.
, This package was transmitted to NRR, 0GC and ARM by a memorandum dated April '
19, 1988. ARM concurred by memorandum from William Mcdonald to Eric Beckjord dated May 4, 1988. NRR concurrence was received on May 18, 1988. NRR recommended two changes to the package which have been incorporated. 0GC provided cetailed comments to RES by a memorandum from Stuart Treby to Brian Sheron dated May 20, 1988. These comments have also been incorporated and OGC concurrence was provided on May 31, 1988.
The ACRS has been briefed on this final rule revision, most recently on May 5-7, 1988, and supported its adoption by letter from William Kerr to Lando Zech dated May 10, 1988. The RES staff briefed the CRGR on this rule package on May 19, 1988. The CRGR members recommended that RES go forward with this rule.
I therefore submit this final rule package to you for your review and signature. RES will be happy to provide any further information which you renuired.
