Dear Sir or Madame:
Revisions have been made to the Penn State Breazeale Reactor (PSBR) PSBR Physical Security Plan. Since these changes do not decrease the safeguards effectiveness of the plan, they are being made without prior NRC approval pursuant to 10 CFR Part 50.54(P)(2).
A description of the revisions and revised sections of the plan incorporating the changes are attached. Note that they contain information withheld from public disclosure pursuant to 10 CFR Part 2.790(d).
An exemption of fees for this licensing action is requested under the provisions of 10 CFR Part 170.11(a)(4).
