the proposed Generic Letter and our comments are enclosed. Our comments have been discussed with Tom Dunning of the TSCC and we understand th6t the TSCB plans to incorporate our recommended changes. Therefore, subject to the incorporation of our recommende:1 changes, we concur in your proposed Generic Letter.

~IE Comments cn Proposed Generic Letter on Section 3/4.0 of the STS-J

' Item Comment Proposed Generic letter We recommend that the STS be formally amended at 4th paragraph. this time to include the proposed changes. We believe that it would be appropriate to make this CRGR Review Package, a formal change to tho STS since the, proposed i page 4,- paragraph (f). changes represent current staff positions and it is our understanding that these changes are intended to be used in all future licenses issued before thel STS is revised in accordance with the proposed Policy Statement on technical specifi- t cations. Such_a change to tho STS would also be consistent with several STS changes issued by Generic Letters in 1983 and 1984.

Enclosure 1 to Proposed -
