PROPOSED GENERIC LETTER FOR SHORT-TERM TECHNICAL SPECIFICATION IMPROVEMENTS In accordance with the NRC Technical Specification Improvement Program Plan dated March 28, 1986, the attached Generic Letter, Enclosure 1 has been prepared to address acceptable alternatives to certain provisions of Se % n 3/4.0 of the existing Standard Technical Specifications. These siternatives involve the general requirements applicable to Limiting Conditions for I. Operation and Surveillance Requirements. Enclosure 2 is a brief sumary of the alternatives being offered. The plant-specific changes which would be allowed by this proposal are responsive to several of the recommendations of .

the Atomic Industrial Forum for short-tenn improvements as well as Recommendations 3 and 5 of NUREG-1024, " Technical Specifications -- Enhancing L ftheSafetyImpact."

N are not proposing to amend the STS at this time. Any such changes to the STS would be made within the context of the complete rewriting of these documents anticipated as part of the implementation of the proposed Comission

< Policy Statement on h ehnical Specifications.

This guidance does not innpose new requirements or staff positions on licensees but, rather, offers alternatives to existing plant Technical Specifications that may be adopted by licensees on a voluntary basis. However, since most of the' relief from existing STS requirements that is being offered may ultimately be included in the revised STS to be developed in conjunction with the proposed Comission Policy Statement on Tecimical Specifications, we believe that CRGR should be briefed on the . contents of the letter before it is issued.

Accordingly, we propose to brief the CRGR on or before December 10, 1986.

This date was selected in order to provide time for us to receive CRGR's input and make any necessary changes before our December,31, 1986 schedule goal for completing this work discussed at a meeting between the EDO, the CRGR Chainnan, and the AIF held on October 8,1986.
