At your request, we have reviewed the referenced memorandum. It is apparent that much thought has gone into the proposed short-term changes and it

.is presumed considerable discussion with industry groups was also required to reach compromise wordings under which licensees would voluntarily agree to operate. Based on our analyses we conclude that their adoption would result in no significant increase in plant risk and therefore-concur with the proposal.
