SUBJECT:

SHORT-TERM TECHNICAL SPECIFICATION IMPROVEMENTS In accordance with the Technical Specification Improvement Program Plan, the Technical Specifications Coordination Branch has prepared the enclosed Generic letter offering acceptable alternatives to certain general provisions of the existingStandardTechnicalSpecifications(STS). The enclosed proposal was reviewed in detail by each Licensing Division's Facility Operations Branch and has' been concurred in by their Division Directors. It was also coordinated with representatives of the Office of Inspection and Enforcement. The plant-specific changes, which would be allowed by this proposal are responsive

to several of the recommendations of the Atomic Industrial Forum for short

-terin improvements, as well as Recommendations 3 and 5 of NUREG-1024,

" Technical Specifications -- Enhancing the Safety Impact."

'The enclosed memorandum to CRGR notes that adopting the alternatives to the STS offered in the generic letter for a particular plant would be entirely voluntary. Therefore, we do not believe that CRGR review of this action is mandatory at this time. However, because most of the relief from existing STS requirements that is being offered may ultimately be included in the revised STS to be developed in conjunction with the proposed Comission Policy

. Statement on-Technical Specifications, we believe that CRGR should be briefed on the contents of the letter before it is issued. Accordingly, we propose to brief the CRGR on or before December 10, 1986. This date was selected in order to provide time for us to receive CRGR's input and make any necessary changes before our December 31, 1986 schedule goal for cor.tpleting this work discussed at a meeting between the EDO, the CRGR Chairman, and the AIF held on October 8, 1986.
