Organization There were no significant changes in the licensee's organizational structure since the last inspectio No violations or deviations were identifie ). Procedures Procedures relating to inspection, access control, patrols and inspections, and use and modifications of EVSER/VBWR/GETR were revised on June 12, 1986, to reflect changes that have occurred since the previous inspection. The procedures were implemented for the inspection made at EVSER on June 17, 1986. The inspectors reviewed the procedures during this inspection and noted them to be consistent with the Technical Specifications, Sections B.2.(a) and B.2.(b).

No violations or deviations were identifie . Records Licensee records consist of a log book, weekly patrol checksheets and radiation survey records. The inspectors examined the weekly patrol sheets for the period January 1984 to June 1986, radiation survey records for EVESR and VBWR for 1984 and 1985 to date, and the log book for 1984, 1985 and 1986 to date. The inspectors noted that the log and weekly patrol sheets reflect failures of lights, switches, minor security, problems and corrective actions taken. The review indicated that conditions at the facility are stabl A review of EVSER and VBWR radiation survey records indicated that airborne concentration, radiction and contamination levels have not increased. Survey data are accurately reflected in the 1984 and 1985 EVSER/VBWR annual reports. Surveys have been performed at the required

frequency for VBWR (annual) and EVESR (semiannual).

5) Security EVSER and VBWR are normally locked except for the semi-annual and annual inspections. Routine patrols of the facilities are made by the licensee's security group. Facility Inspection and Tour The NRC inspectors toured EVSER on June 17 during a semi-annual inspection of the facility that was made by the licensee's staff pursuant to Section C.1 of the Technical Specification A visual inspection and general surveys to check for radiation, contamination, and airborne concentrations were performed by the licensee's staf Independent radiation and contamination surveys were taken by the inspectors during the tour of EVSER. The contamination surveys were taken at the entrance and on the 549' level of the facilit The independent surveys were taken with the following instruments:
