SUBJECT:

GA TECHNOLOGIES TRIP REPORT On August 6, 1986, a meeting was held between NRC Region V, NRC/NMSS, the State of California and G. A. Technologies. The purpose of the meeting, held at the licensee's San Diego facility, was to review and discuss the Phase I decommissioning confirmatory survey report prepared by Oak Ridge Associated Universities (ORAU) for NRC.

Attendecs included me, Ed Shum, NMSS and John Hickman, Senior Health Physicist with the Department of Health Services, State of California. The meeting was conducted by Keith Asmussen, GA Manager of Licensing and Nuclear Compliance.

GA described their plan to sell the company to the Neal Blue family of Denver, Colorado. The sale confirmation was eminent. The buyer wants only the land and buildings of GA proper. The extensive acreage which surrounds the property and servea as a " buffer zone" will not be purchased by Blue and will remain in the possession of the Chevron Oil Company which currently owns GA.

The licensee acknowledged the 49 soil " hot spots" identified in the ORAU report as exceeding the decommissioning guidelines and indicated that all locations would be decontaminated by soil or debris remnval if possible Averaging " clean" soil with contaminated to lower concentrations was discussed as an alternative to removal of large volumes of soil. E. Shum stated this would probably be acceptable and that NMSS was satisfied with the decommissioning effort despite the remaining contamination spots. He said the existence of small areas of residual contamination was not uncommon in large decommissioning projects. He views all remaining decontamination work as conforming to the "as low as reasonably achievable" (ALARA) philosophy.

The licensee discussed each " hot spot" and their planned method of reducing the contamination levels by means of removal or dilution.

J. Hickman stated California would prefer that all areas be cleaned up to achieve ALARA. He concurred with the decommissioning guidelines developed by GA and NRC and the final Phase I decommissioning plans to eliminate the remaining contaminated areas. Hickman had previously expressed agreement with the guidelines during an August 5, 1986 meeting at NRC Region V with me, Shum and Bob Thomas.

E. Shum stated he and W. Crow of NMSS would coordinate all decommissioning activities with Hickman. Specific contacts, addresses and telephone numbers for both agencies and GA were exchanged.
