TRIP REPORT - GENERAL ATOMICS - LICENSING AND TECHNICAL REVIEWS - JANUARY 14-16,1998 During the period of January 14-16,1998, I visited General Atomics along with Mr. Dean Chaney of the Region IV Walnut Creek Field Office to discuss the decommissioning of the Hot Cell with the licensee:

Background

General Atomics is in the process of decommissioning various sites associated with their Part 70 license. As an ongoing effort NRC regionalinspectors and headquarters reviewers have been observing the decommissioning effort of each site during the process. The licensee had indicated they were ready to remove the Hot Cell roof. Therefore the primary purpose of this visit was to conduct confirmatory measures of activity at the Hot Cell.

Hot Cell The Hot Cell decommissioning effort is proceeding at a rapid pace. The Hot Cell windows have  !

been removed and sent off site. The Hot Cellis in the process of being decontaminated. The i licensee has removed most contamination, and those areas where it was impractical to remove were sealed. Measurements were taken by Mr. Chaney to confirm the licensees measurements.

It was noted that those areas that had been contaminated had little activity. In fact the health j physics requirements were minimal in those areas. Measurements were taken on the floor,  !

walls and ceiling areas. All showed little activity outside the " sealed" areas (the licensee had Igl sealed contamination in the porous block walls with low toxicity yellow paint).

in discussing the follow-on actions needed to confirm the final site release, it became apparent  ;

Mr. Michael F. . Weber 2 licensee's performance could be sufficient to release the Hot Cell site. To that end I will request additional headquarters support to verify the level of performance shown by this licensee during the Hot Cell decommissioning.

Triga Fuel Fabrication Facility GA is continuing with their decommissioning of the Triga Fuel Fabrication Facility (TFFF). They have completed their decontamination effort and have cut grids at the joints of the concrete

( floor and trenched in the grids to determine if any contaminants have been " washed" though the joints into the soil below. Mr. Chaney performed numerous confirmatory measurements and took split samples to be sent to the NRC laboratories in Region Ill.

Future Unrestricted Releases During the site visit, Mr. Chaney performed confirmatory surveys on two additional laboratory

~ groups as well as a tunnel area in the SVA facility. GA will be submitting their final reports on these area in the near future.

TRIGA Research Reactor In the past I have raised concerns about the spent fuel stored in the TRIGA reactor fuel pool. I took the opportunity to examine the physical protection measures currently in place. An assessment of the physical protection, relative to Category I requirements, currently in place is provided in a separate classified attachment to this trip report. Also provided in that document are recommended actions to be taken to increase the level of physical protection in order to accommodate the storage of HEU.
