TRIP REPORT - GENERAL ATOMICS JULY 30 - AUGUST 1. 1997 i

T visited the General Atomics (GA) site in San Diego, California, on July 30 thru August 1.1997. for the purposes of site familiarization, verification that areas _ described by GA as "non-impacted" are indeed not affected by any radioactive materials, and to review aspects of the TRIGA fuel fabrication facility (TFFF) intended for decommissioning, I met Chuck Hooker. NRC's Region IV Senior Fuel Facility Inspector, at the site, who was there doing a routine inspection. and helping me investigate the "non-impacted" areas.

To-determine if these areas are suitable for release to unrestricted use, soil surveys were taken using a microR/hr. meter in the "non-impacted" areas at the twc sites maintained by GA. Laura Gonzalez. GA's HP manager. accompanied us during 6 majority of the surveying. She assisted us with the survey by taking comparative readings with a GA owned meter. Lauratookustoseethebuilding where the TFFF had been located. We discussed issues related to equipment placement, function, and decommissioning.

We then met with Keith Asmussen. Director LSNC. to inform him of the status on the "non-impacted" areas and clear up some issues regarding NRC jurisdiction, I also accompanied Chuck Hooker on a few of his routine inspections. We looked at criticality monitoring systems located within buildings and how the security station maintains and keeps records of these systems. We met with Chet:Wisham, manager NMA. who showed us the vault where all special nuclear materials (SNM) are placed before their removal from the site. Since all operations on site ceased in September 1995, all SNM have been moved to this vault. We discu; sed issues surrounding some of the materials such as the difficulties in transporting them offsite and out of the country. On Friday.

August 1. after finishing the inspection. I attended the exit meeting which d'Ubf consisted of Chuck Hooker, myself, and-10 GA representatives. GA had no violations from NRC compliance and the soil surveys proved to be at or near background levels as GA had stated.

After visiting the site. I feel much more comfortable releasing these "non-

-impacted" areas given how awkward their shapes appear on maps and the activities involving SNM which have occurred on site. Being-able to see these areas helped me understand that the chances of having contamination in these ,

'lareas was very slim and taking the surveys of the soil verified that there was no contamination above background levels. by taking the surveys with the inspector and licensee. I learr2d about the different kinds of meters and their features. I was also able to observe parts of a routine inspection and find out what inspectors generally look for. Accompanying Chuck Hooker on a few of his inspections was an extra learning experience I participated in.

Basically, I was able to assess the outcome of the "non-impacted" areas and experience interaction with licensees as a representative of the NRC.
