NUCLEAR PROJECT NO.1 DOCKET N0. 50-460 IE BULLETIN 85-03

Reference:

IE Bulletin 85-03, Motor Operated Valve Common Mode Failures During Plant Transients Due to Improper Switch Settings, dated November 15, 1985.

IE Bulletin 85-03 is based on various recent events and historical issues related to motor operators. Specifically, the Bulletin addresses the motor operated valves in the high pressure coolant injection / core spray and-emergency feedwater systems that are required to be tested for operational readiness in accordance with 10CFR50.55a(g).

The Bulletin specifically requests that the utility develop and implement a program to ensure that the valve operator switches are selected, set and maintained properly. A summary of the components this program should include are as follows:

a) Review and doctrnent the pertinent design basis for each valve.

b) Based on the results of Item a) above, establish the correct switch settings, i.e. torque, torque bypass, position limit, and overload for each velve operation.

c) Revise individual valve settings, as appropriate, to those estab-lished in Item b) above. Perform testing, as appropriate, at the maximum differential pressure to assure proper operation.

d) Prepare or revise procedures to ensure that correct switch settings are determined and maintained throughout the life of the plant.

e) Results of Item a) were to be submitted to the NRC within 180 days, along with a program and schedule for completing Items b) through d) prior to receiving an Operating License.

Mr. John B. Martin Page Two May 12, 1986 G01-86-0065 WNP-1 is currently in an Extended Construction Delay mode. The construction restart date is uncertain and the scheduled date of Operating License issuance is not known. Although some design work is still in process, the Project is experiencing further manpower reductions in this area. For these reasons, the Supply System response to this Bulletin is limited to the attached listing of valves that are affected by the Bulletin.

WNP-1 pl ans to implement a program and provide the complete response to IE Bulletin 85-03 after receiving a construction restart notice. This will provide ample time to complete our investigations and provide a final response to the Bulletin prior to receiving an Operating License.
