. . . . . ,/ Safety NMSS Protection of NRC Ernployees Against Ionizing Radiation i Directive 10.131 Policy (10.131-01)

It is the policy of the U.S. Nuclear Regulato:y Commission to maintain occupational radiation doses to NRC employees below the limits established in this directive and as low as reasonably achievable (ALARA).

l Objectives (10.131-02)

To establish proceduas and standards for protecting NRC employees from ionizing radiation hazards associated u activities conducted by one NRC. These procedures and stanrbrds must be-

Consistent with the regulations of the Occupational Safety and Health Administration (OSHA), Department of Labor, as required by Executive Order 12196, Occupational Safety and Health Programs for Federal Employees. (021) e Consistent with the radiation protection guidance to Federal agencies prepared by the former Federal Radiation Council or by the Emironmental Protection Agency. (022) e Consistent with the standards adopted by NRC for application to NRC-licensed operations. (023)

Executive Director for Operations (EDO)

. Establishes and overseer activities that create and implement 3rar.dards for protection against radiation for NRC oparations. (a)

Delegates to the Director, Office of Nuclear Material Safety and Safeguards, responsibility for establishing radiation protection standards and providing technical oversight of the radiation safety programs for NRC employees. (b) e Delegates to the Director, Office of Personnel (OP), authority to '

act as the Designated Agency Safety and Health Official (DASHO) for the NRC responsible for the management and administration of nonradiological safety and health programs for NRC employees, and administrative support of the radiation safety program with regard to interaction with OSHA. (c)

Develops and maintains the employee expcsure database (EED) and provides guidance on its use.

(033)(continued) e Renders interpretations of the provisions of this directive in consultation with the Office of the General Counsel. (c) e Ensures that NRC headquarters and regional offices implement and maintain the standards for prote "on against radiation under the provisions established by this directive by sponsoring a peer review of the radiation safety program in two different offices each year by all of the NRC radiation safety officers (RSOs). These reviews shall include any deviations authorized under item (033)(b) of this directive. (d) e Provides quality assurance and implementation guidance as necessay to ensure consistency of radiation safety programs. (e) e Sponsors an annual counterparts meeting for all NRC radiation safety officers, providing a written agenda to discuss NRC radiation safety program matters and to resolve problems, and provides minutes reflecting the results of the meeting to the EDO, program office directors, and regional administrators aun annual report on the NRC radiation safety program. (034) e Acting as the DASHO-Resiews and approves, or disapproves, any proposed desiation from the nonradiological requirements dealing with employee occupational safety and health. (a)

Ensures r. hat new employees complete an NRC Form 4

" Lifetime Occupational Exposure History," when they enter on duty, and forwards this form to RES for entry in the EED. (b)

Ensures that the provisions of this directive are consistent with the safety and health regulations issued by OSHA, and acts as the NRC interface with OSHA. (c)

. Establishes and offers training courses to support the training requirements of this directive. (a) e Maintains a list of NRC employees that have successfully completed radiation safety training (including Site AccessTraining and NMSS Radiation Worker Training) within the last 12 months, and provides a copy of the list every quarter to the headquarters Administrative Service Center and each NRC RSO. (b)

The minimum qualification for an RSO is a working knowledge of basic health physics and radiological controls gained from several years of training and experience. (d)

Each regional administrator shall ensure that provaions for dosimetry are adequate to support regional emergency response duties. (f)

Applicability (10.131-04)

The policy and guidance in this directive and handbook apply to all NnC employees.

This directive applies to occupational exposures received by NRC l employees during official duties at any location. However, requirements concerning the control of radioactive material apply to facilities controlled by NRC only. (041)

This directive does not apply to non-NRC employees (e.g., {

contractors), and it does not apply to exposures from background radiation or medical exposures. (042)
