SUBJECT: NRC INSPECTION REPORT 50-313/97-02;50-368/97-02 AND NOTICE OF
VIOLATION
Dear Mr. Hutchinson:
An NRC inspection was conducted March 16 through April 26,1997, at your
Arkansas Nuclear One, Units 1 and 2, reactor facilities. The enclosed report presents the
scope and results of that inspection.
During the 6-week period covered by this inspection, your conduct of activities at the ANO
f acility was generally characterized by safety-conscious operations, sound engineering and
maintenance practices, and appropriate radiological controls. One violation of NRC
requirements was identified. The violation resulted from a failure to perform periodic
testing of oackup air accumulators associated with outside air dampers in the control room
emergency ventilation system. This violation is of concern because corrective actions for
similar discrepancies identified by the NRC in 1990, which resulted in a Severity Level lli
violation, were not fully implemented.

The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances l

surrounding this violation are described in detail in the enclosed report. Please note that
l
you are required to respond to this letter and should follow the instructions specified in the
enclosed Ndice when preparing your response. The NRC will use your response, in part,
to determine whether further enforcement action is necessary to ensure compliance with j
regulatory requirements.
In acccrdance with 10 CFR 2.790 of the NRC's "Ru'es of Practice," a copy of this letter,
its enclosure (s), and your response will be placed in ihe NRC Public Document
Room (PDR). To the extent possible, your response .',hould not include any personal
privacy, proprietary, or safeguards information so l'nat it can be placed in the PDR without
