Yankee Nuclear Power Station License No. DPR-3
As a result of the inspection conducted on March 21 - April 26, 1985, and in ac-
cordance with the NRC Enforcement Policy (10 CFR 2, Appendix C) published in the
Federal Register on March 8, 1984 (49 FR 8583), the following violation was iden-
tified:
Technical Specification 6.8.1 requires that written procedures shall be es-
tablished that meet or exceed the requirements and recommendations of Appendix
"A" of Regulatory Guide 1.33, November,1972. Regulatory Guide 1.33 requires
implemented procedures for Technical Specification surveillance tests. Tech-
nical Specification 4.3.3.3 specifies a daily surveillance requirement con-
sisting of a channel check to demonstrate operability of the meteorological
monitoring instrumentation channels. This surveillance is to include a
qualitative assessment of channel behavior.
Contrary.to the above, on April 24, 1985, it was determined that a written
procedure was not established that prescribes the required qualitative as-
sessment of channel behavior that would ascertain the daily operability of
the meteorological monitoring instrumentation channels.
This is a Severity Level V Violation (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, Yankee Atomic Electric Company is
hereby required to submit to this office within thirty days of the date of the
letter transmitting this Notice, a written statement or explanation in reply, in-
cluding: (1) the corrective steps which have been taken and the results achieved;
(2) corrective steps which will be taken to avoid further violations; and (3) the
date when full compliance will be achieved. Where good cause is shown, considera-
tion will be given to extending this response time.
