Inspection No. 50-29/85-07
This transmits the March 21 - April 26, 1985, resident inspection findings by
Mr. H. Eichenholz at the Yankee Nuclear Power Station, Rowe, Massachusetts. Those
findings were based on observation of activities, interviews, independent measure-
ments, and document review, and have been discussed with Mr. N. St. Laurent of your
staff.
Based upon the results of this inspection, it appears that one of your activities
concerning periodic surveillance of meteorological instrumentation (Enclosure 2,
Section 6) was not conducted in full compliance with NRC requirements, as set forth
in the Notice of Violation, enclosed herewith as Appendix A.
This violation has
been categorized by severity level in accordance with the revised NRC Enforcement
Policy (10 CFR 2, Appendix C) published in the Federal Register Notice (49 FR 8583)
dated March 8, 1984. You are required to respond to this letter and in preparing
your response, you should follow the instructions in Appendix A.
In addition, this report includes observations of licensee performance in response
to occurrences involving neration of the Public Notification System, an incomplete
safety evaluation for a plant modification, continued implementation of a plant
housekeeping and appearance improvement program, and failure analysis review due
to repeated corrective maintenance on charging pumps.
These observations may be
used in the future to highlight possible trends in licensee performance as part
of the Systematic Assessment of Licensee Performance (SALP) process.
The responses directed by this letter and the accompanying Notice are not subject

to the clearance procedures of the Office of Management and Budget as required by

the Paperwork Reduction Act of 1980, PL 96-511.
