TRANSPORTATION AREA PROGRAM PLAN Enclosed is the Transportation Area Program Plan as discussed during the week of September 26, 1983.

The plan is organized around the main issues related to transportation.

It leaves organizational responsibilities within NRC largely intact except that it: (a) centralizes control of transportation program policy and (b) provides a single point of contact within NRC on transportation related matters (as requested by the EDO).

I believe this is an opportune time to introduce the enclosed plan because the shipment of fuel from GE Morris and West Valley and related issues raised by the states have management's attention. However, prior to sending the plan out by memorandum, it would be worthwhile to bring it to the attention of upper management, perhaps at an EDO staff meeting.

I would appreciate an opportunity to review the plan with you at your earliest convenience. ,
