SUBJECT:

TRANSPORTATION PLANNING The Office of Nuclear Material Safety and Safeguards (NMSS) is assigned program area management responsibility for transportation. This assign-ment is carried out by the Division of Fuel Cycle and Material Safety (FC). Part of this assignment involves the preparation of a transporta-tion program area conceptual plan which covers not only those related activities within NMSS, but also transportation activities throughout the Commission. Development of the plan should involve participation by the Offices of Nuclear Regulatory Research, Inspection and Enforcement, State Programs, Analysis and Evaluation of Operational Data, and the Regions. Accordingly, I am requesting your aid and participation in an ad hoc planning group to be convened on Thursday, January 6,1983, 10:00 a.m., Fifth Floor Conference Room, Willste Building.

I envision meeting approximately four times over a period of six months.

A background paper (which is attached) and other explanatory items will be covered 'in the January 6 meeting. The second meeting (February 3) will be focused on the najor points to be covered in the plan. A third meeting (April 7) would center on review and discussion of a draft plan based on the comments from the second meeting. The last meeting (May 5) would be held to polish a final version of the program plan. The first meeting will probably take about two hours. The remaining meetings will most likely require about four hours each.

The purpose of the planning effort is to better integrate and prioritize the transportation activities of the Comission. The program plan which results from this effort will be forwarded to the EDO ar.d the Commissioners -

for their consideration and approval. Since it is to be a " conceptual" plan, it need not be a lengthy, detailed document; rather, it should out-line an appropriate and general path for the Commission to follow.

Essentially, it is a collective review, based on commentary from 27 NRC employees, of the current transportation organization and activities of the Commission, coupled with suggestions for various elements and priorities to be included in the conceptual plan. It was distributed widely for coments in September. Comments received will be discussed during the January meeting.

Since the plan will treat policy issues affecting office level functions, it is requested that the individual designated to participate in the meeting be at the Division Deputy Director level or above. We would appreciate designation of an appropriate individual by December 5,1982.
