Gentlemen:

SUBJECT: REPORT NOS. 50-269/85-25, 50-270/85-25 AND 50-287/85-25

On April 22 - 26, 1985 NRC inspected activities authorized by NRC Operating

License Nos. DPR-38, DPR-47, and DPR-55 for your Oconee facility. On July 3,

1985, an Enforcement Conference was held at the NRC Region II office in Atlanta,

Georgia. At the conclusion of the inspection, the findings were discussed with

those members of your staff identified in the enclosed inspection report.

Areas addressed at the Enforcement Conference are identified in the enclosed

inspection report.

The inspection findings indicate that certain activities violated NRC require-

ments. The violation, references to pertinent requirements, and elements to be

included in your response are presented in -the enclosed Notice of Violation.

In addition to the need for corrective action regarding the specific violation,

we are concerned, as we stated during the July 3,1985 Enforcement Conference,

about the implementation of your management control systems that permitted the

occurrence. Specifically, in your reply, you should describe these actions taken

or planned to assure that conditions contrary to specific requirements in NRC

orders are promptly identified, appropriately resolved, and reported if required.

The responses directed by this letter and the enclosures are not subject to the

clearance procedures of the Office of Management and Budget issued under the

Paperwork Reduction Act of 1980, PL 96-511.
