MEMORANDUM TO: Chairman Jackson l Commissioner Rogers l Commissioner Dicus Commissioner McGaffigan FROM: Commissioner Diaz J
D
SUBJECT:
COMSECY-96-067 - ENHANCING REGULATORY EXCELLENCE (DSI 23)
I support the Commission's Preliminary Views on Enhancing Regulatory Excellence (DSI 23), with inclusion of several additional statements. I agree with Commissioner Dieus that the implementation plan should be submitted for Commission approval and that its development should include careful l
consideration of the public comments. In addition, I believe that the Commission should request particular attention to cross-cutting issues relating to the appropriate allocation of NRC resources to matters of high risk. Simultanecusly, l we should develop clear and consistent baselines of adequate safety !
j performance so as to focus NRC and industry resources on issues of safety significance. l 97o4o7o29o 97o4o3" PDR NRCSA I 23 PDR_
