COMSECY-96-067 - ENHANCING REGULATORY EXCELLENCE (DSI 23)

I support the Commission's Preliminary Views on Enhancing Regulatory Excellence (DSI 23), with inclusion of several additional statements. I agree with Commissioner Dieus that the implementation plan should be submitted for Commission approval and that its development should include careful l

consideration of the public comments. In addition, I believe that the Commission should request particular attention to cross-cutting issues relating to the appropriate allocation of NRC resources to matters of high risk. Simultanecusly, l we should develop clear and consistent baselines of adequate safety  !
