Based on the public comments and the stakeholder meetings, I see little, if any, basis to depart from the Commission's preliminary decisian cn DSI 23 that sclected Option 2 (Initiate a More Proactive Approach to ImprovemenC).

The Commission,.in its preliminary views, envisioned the development of a plan for Commission approval for initiating a more proactive approach to improving'its regulatory effectiveness with a goal of excellence.

I believe that the Executive Council should oversee the deve3cpment of this plan, but with special responsibility vested with the DEDO for Regulatory Effectiveness, Program Oversight, Investigations and Enforcement.

In addition to the plan contents as specified in the Commission's preliminary decision, the plan should contain resource requirements.
