COMSECY-96-067, ENHANCING REGULATORY EXCELLENCE (CSI-23) a l

l have concluded that the Commission should proceed with its preferred l

- option of developing an implementation plan to initiate a more proactive approach to improvement. The proposed implementation plan, if j

approved along the lines preliminarily favored by the Commission, would i

l by necessity have to cut across all of the NRC. Since the Commission's j

preliminary views were published, the Commission has approved a significant internal reorganization. In this light, the logical place for the 3

responsibility to develop the implementation plan is the Executive l

Council (EC) which is composed of the EDO, CFO and CIO.

j Therefore, I recommend that the EC be directed to develop the i

implementation plan for Commission approval for option 2. The EC should factor in public comments especially those relating to the need to develop baselines and indicators for regulatory performance, the need to j

provide for stakeholder participation including NRC employees, the need

to focus on quality and consistency, the need to strive for a risk informed i

performance based regulatory spproach, and the need to effectively use 4

and enhance NRC staff skills and knowledge as a key means of attaining the Commission's goals.

The EC's implementation plan should include realistic est! mates of l

resources needed, how it proposes tc. obtair, the needed resources, and a 1

schedule including, if appropriate, approaches that provide for pilot plans or a phasing in of the plan.
