SUBJECT:

U.S. NUCLEAR REGULATORY COMMISSION VERIFICATION LETTER FOR THE PRESSURIZED WATER REACTOR OWNERS GROUP TOPICAL REPORT PWROG-17090-NP, REVISION 0, GENERIC ROTTERDAM FORGING AND WELD INITIAL UPPER-SHELF ENERGY DETERMINATION (EPID L-2018-TOP-0017)

Dear Mr. Nowinowski:

By letter dated January 22, 2020 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20024E242), Pressurized Water Reactor Owners Group (PWROG) transmitted an approval (-A) version of Topical Report (TR) PWROG-17090-NP, Revision 0, Generic Rotterdam Forging and Weld Initial Upper-Shelf Energy Determination to the U.S.

Nuclear Regulatory Commission (NRC). The PWROG has submitted the TR in accordance with NRCs request to publish an approval version of this TR, as detailed in NRCs transmittal letter dated December 12, 2019, (ADAMS Accession No. ML19345F137) for the final safety evaluation.

The NRC staff has completed its review of the approval version of the TR (ADAMS Accession No. ML20024E238). The NRC staff verified that Westinghouse has met the requirements and determined that the submitted -A version is acceptable for referencing in licensing applications for nuclear power plants to the extent specified, and under the limitations delineated in the accepted version of the TR. PWROG-17090-NP, Revision 0, is now acceptable for use in future licensing actions.

Please contact Leslie Fields of my staff at (301) 415-1186 if you have any questions on this subject.

Sincerely,

/RA/
