1. Operating License Change Request No. 133 The Licensee requests that revised page 5 replace the existing page 5 of the facility operating license. '

II. Reason for Change The Facility Operating License for Three Mile Island Unit 1 currently authorizes GPU Nuclear Corporation to receive, possess and use at any time 100 millicuries each of any byproduct, source, or special nuclear material without restriction to chemical or physical form, for sample analysis or instrument calibration.

The proposed Operating License Change Request would remove the 100 milli-curie limit which GPU Nuclear Corporation views as excessively restrictive.

GPU Nuclear Corporation understands from discussions with the staff that it is not the intention of the NRC to limit the test and calibration capabilities of the facility in this manner.

This authorization is needed in order to perform those tests and calibra-tions necessary for safe operation of the facility which require the use of such radionuclide substances. These changes would eliminate the need for special license considerations each time it is necessary to perform such a calibration or test.

The proposed Facility Operating License Change Request incorporates wording for provisions which have been included in other Facility Operating Licenses issued by the Nuclear Regulatory Commission since the issuance of the Facility Operating License for Three Mile Island Nuclear Station, Unit 1.

This change request would make provisions within the Facility License for GPU Nucletir Corporation to receive, posses; and use byproduct, source, or special nuclear material as required for safe operation of the facility, consistent with provisions in the licenses of other operating plants.

III. Safety Evaluation Justifying Change The changes made through this proposed revision tc the Facility Operating License are administrative in nature involving authorization to receive and use byproduct, source, or special nuclear material in amounts greater that that currently provided for within the Facility Operating License for Three Mile Island Nuclear Station, Unit 1.

Possession, use and transfer of radioactive materials affected by the proposed Facility License Change Request are subject to all applicable provisions of 10 CFR parts 30, 40 and 70. Therefore, no unreviewed safety question or environmental concern is involved in these proposed changes to the Facility Operating License.

IV. No Significant Hazard Considerations The proposed change to the Facility Operating License for Three Mile Island Nuclear Station, Unit 1 affects only an administrative license requirement. The proposed amendment:

1) does not affect plant design or operation and, therefore, would not involve a significant increase in the probability or conse-quences of an accident previously evaluated.

2) does not involve modifications to plant equipment and therefore, would not create the possibility of a naw or different kind of accident from any accident previously evaluated.
3) does not involve changes which would affect the safety analysis of the plant and therefore, would not involve a significant reduction in a margin of safety.

V. Implementation We request that this Amendmert be ef fective as of the date of issuance.

VI. Amendment Classification (10 CFR 170.22).

This change request is administrative in nature and has no safety or environmental significance and is therefore, a Class II License Amendment subject to fees amounting to $1,200.00. This check will be sent under separate cover.
