Dear Sir or Madame:
A revision of the Penn State Breazeale Reactor (PSBR) Emergency Plan (EP) is hereby submitted. ANSl/ANS-15.16-1982, Emergency Planning for Research Reactors, and NUREG-0849, Standard Review Plan for the Review and Evaluation of Emergency Plans for Research and Test Reactors, were used to review the EP .
Since the criteria in the above documents are met,in our opinion the changes do not decrease the safeguards effectiveness of the plan and are therefore being implemented effective on the above date without prior NRC approval pursuant to 10 CFR Part 50.54 (q).
Changes incorporated into the EP fall into the following categories: editorial, update of site description, changes to assist in better classifying situations, and changes mandated by the new 10 CFR 20 efffective January 1,1994.
An exemption of fees for this licensing action is requested under the provisions of 10 CFR Part 170.11 (a) (4).
