Potential Reportable Event On Thursday, December 29 the UMR Reactor was momentarily operated in violation with our Technical Specification 5.4, which reads, "The channels of nuclear instrumentation listed below with their minimum operating ranges shall at all times be operational and connected to the safety system, except as noted in Table 1."
During a routine reactor startup, it was noticed that the Log N and Period channels were not responding properly. The reactor power was stabilized at low power, 10 W, and the reactor put into automatic control.
The Senior Operator on Duty was relieved by a Reactor Operator and the Senior Operator went behind the console to check the instrumentation. He noticed that the cable from the Log N/ Period Compensated Ion Chamber was not connected. (It had apparently been left off following the recent semiannual check.) As he was connecting it a spurious sigcal occurred on the Period channel which caused the reactor to scram.
During this attempted startup we were in compliance with the last part of Technical Specification 5.4 which reads, "A minimum of two channels will be on scale providing meaningful information through all power ranges."
