National Materials Program Pilot Project Chairs Teleconference Meeting July 21, 2004 10:00 AM - 11:00 AM ET Agenda

Notes from Meeting Start Time: 10:00 AM Eastern Time Attendees: Kevin Hsueh, Ruth McBurney, Jan Endahl, Mike Markley, Robert Gallaghar, Thomas Young.

1. General Discussion Kevin presented a poster on the National Materials Program (NMP) at the annual Health Physics Society meeting in mid July 2004. He indicated that most of the feedback received related to improving consistency of State and NRC regulations under the NMP.

The April 9, 2004 progress report to the Commission has been posted on the NMP web site. An updated list of the working group members is expected to be posted on the web site within a couple weeks.

2. Updates on the Pilot Projects A Steering Committee for Pilot 1 has been formed to test a proposed prioritization process developed by Pilot 1. The first Steering Committee meeting is scheduled to be held on July 26, 2004. Pilot Chairs are welcomed to participate in the meeting. Pilot 1 is expected to complete the test and finalize its draft final report in September 2004.

Pilot 2 working group will hold a teleconference meeting within several weeks to discuss comments from NRC offices on its draft final report. Pilot 2 is expected to complete its final report in September 2004.

Pilot 3 is in the process of preparing its draft final report and plans to submit the report to STP by early August, 2004.

Pilot 4 Work Product Plan and the revised Charter have been approved by CRCPD NMSS, OAS and STP. Pilot 4 is in the process of developing draft guidance documents and is expected to complete its draft final report in September 2004.

Pilot 5 working group solicited information from the Agreement States about implementation of the revised Inspection Manual Chapter (IMC) 2800 and the inspection procedures. As of July 21, six States have responded. One of the States has adopted most of the revised IMC 2800, three of the States have adopted some of the revised IMC 2800, and two of the States indicated they had no plans at the present time to adopt the revised IMC 2800. Pilot 5 plans to submit its draft final report to STP by mid August, 2004.

3. Updates on the Milestones and Schedule Report Pilot Chairs discussed the milestones and schedule report including hours spent on the NMP activities from December 28, 2002 to May 29, 2004. Changes discussed during the conference call will be reflected in the July version of the report.
4. Discussion on Draft Final Report to the Commission

Pilot Chairs discussed the July version of the draft NMP final report.

Comments/suggestions received on the draft report will be reflected in the August version of the report which will be distributed for review prior to the next conference call.

Representatives from CRCPD, OAS and NRC offices have been invited to participate in the August and September Pilot Chairs conference calls to receive early feedback on the draft NMP final report.
