This report addresses the fi rst failure of the Unit One E0C 6 Refueling Outage Local Leak Rate Testing Program. All additional failures will be reported in a final supplemental report following all determinations of failure modcs and corrective actions, as discussed with NRC site representative and the NRC Region til office.
This report is submitted to you in accordance with the requirements of Technical Specification 6.6.B.2.b; operation in a degraded mode as permitted by a limiting condition of operation.
