SUBJECT:

SURRY POWER STATION, UNIT 2 - WITHDRAWAL OF AN EMERGENCY AMENDMENT REQUEST ON A ONE-TIME EXTENSION OF THE COMPLETION TIME FOR THE LOW-HEAD SAFETY INJECTION TRAIN B (TAC NO. MC4882)

Dear Mr. Christian:

By letter dated October 20, 2004, you applied for an emergency amendment to the Surry Power Station, Unit 2 Operating License No. DPR-37. The proposed change would have modified the facility technical specifications to permit a one-time 7-day Allowed Outage Time to complete the repair of a leak on the B Low-Head Safety Injection pump seal package, which had rendered the pump inoperable. Subsequently, by letter dated October 22, 2004, you withdrew the amendment request.

The purpose of this letter is to advise that the above-cited application is being treated as withdrawn. Due to the emergency nature of your request, a Notice of Consideration of Issuance of the proposed amendment had not been published in the Federal Register.

Sincerely,

/RA/
