Reference:

G. R. Horn to J. L Milhoan (NSD930779), dated June 22, 1993, Status of Issues Related to Unit Startup In accordance with the applicable provisions specified in 10 CFR 50, the Nebraska Public Power District (District). requests that the Cooper Nuclear Station (CNS)

Technical Specifications be revised as specified in the attachment. The requested changes revise Technical Specification sections pertaining to . the Standby Gas Treatment System (Section 3/4.7.B), Secondary Containment (Definition 1.0.V, Section 3/4.7.C. and the corresponding Bases section), and Primary Containment Isolation Valves (Definition 1.0.P and Section 3/4.7.D) for d consistency with NUREG-1433, Standard Technical Specifications for General Electric Plants (BWR/4). The portion of the proposed change affecting Secondary.

Containment is in response to commitments made by the District in the above reference.

Other proposed changes include page renumbering, capitalization of defined terms, .

making consistent the use of terms " containment automatic isolation valves" and-

" ventilation system automatic valves", and various other miscellaneous changes.

The attached contains a description cf the proposed change, the attendant 10 CFR -

50.92 evaluation, and the applicable revised Technical Specification pages in-both final and marked up forms. This proposed change has been reviewed by the necessary Safety Review Committees and incorporates all amendments to the CNS Facility Operating License through Amendment 165 issued July 16, 1993. In order to facilitate the-orderly revision of affe-eted plant procedures, the District requests that - the amendment, associated with the proposed _ change, become effective 60 days after its issue date.

By copy of this letter and attachment, the appropriate' State of Nebraska official

-is being notified in ' accordance with 10 CFR- 50.91(b)(1) . ' Copies to the NRC Region IV Office and the CNS Resident Inspector are also being sent in accordance with 10 CFR 50.4(b)(2).
