Change to Appendix A and B Technical Specifications -

10CFR50.59 Cleanup Changes Cooper Nuclear Station NRC Docket No. 50-298, DPR-46 In the past, for each routine refueling of Cooper Nuclear Station, the District has submitted formal reload application submittals to change numbers in the Technical Specifications. Since the reload analysis process has been formalized by General Electric and approved by the NRC, in keeping with NRC's stated desires this Technical Specification change request is submitted to modify the CNS Technical Specifications so that future reload analyses can be done under the provisions of 10CFR50. 59. The Technical Specifications are being modified to

1) incorporate conservative values so that future reload analyses do not result in Technical Specification changes; 2) correct typographical errors; and 3) more fully reference the applicable approved General Electric Topical Reports.

Nebraska Public Power District respectfully requests that the Appendix A Technical Specifications as provided in Enclosure 1 and the Appendix B Technical Specification changes as provided in Enclosure 2 be revised as discussed. It is also requested that these changes be approved prior to our upcoming May 22, 1982, refueling outage so that an additional fuel reload submittal can be eliminated. To assist the staff in review of these changes, a marked up copy of the present Technical Specifications is being provided to our Project Manager along with a new binder for the Technical Specifications containing our updated license and current Orders for Modification.

The safety significance of this proposed change has been reviewed by the appropriate District personnel and under 10 CFR Part 170, this change has been judged to be a Class 11 amendment which is administrative in nature and of no safety significance. Payment in the amount of $1,200 is enclosed.
