DPR-62 REQUEST FOR LICENSE AMENDMENT - HYDRAULIC SNUBBER DELETION

Dear Mr. Ippolito:

In accordance with the Code of Federal Regulations, Title 10, Part 50.90 and Part 2.101, Carolina Power & Light Company (CP&L) hereby requests revisions to the Technical Specifications for its Brunswick Steam Electric Plant (BSEP) Unit No. 2. The requested revision deletes four hydraulic snubbers from the list of Table 3.7.5-1 in the Technical Specifications.

The Brunswick Plant is currently implementing plant modifica-tions to the Unit 2 reactor vessel instrumentation. Analyses performed in conjunction with this modification have disclosed that four hydraulic snubbers are not necessary. These snubbers are being replaced with rigid supports. The presence of rigid supports will enhance the reli-ability of the system, and does not compromise the ability of the reactor vessel instrumentation system to perform its function since che analysis shows that all stresses remain below the FSAR defined limits.

A revised page for Table 3.7.5-1 is attached with changes indicated by a vertical bar in the right hand margin. In ac-crdance with 10CFR170.12(c), we have determined that this revision constitutes a Class III amendment. Accordingly, our check for $4000 is enclosed as payment for this amendment fee.

This modification is currently being made to Brunswick Unit 2 during its refueling outage, and we plan to start the unit up in early June, 1980. Therefore, we request that you review and approve this request on an expedited basis for inclusion in the BSEP-2 refueling license amendment.
