- A JUdgmen1. as to whether or not suspension, modif ... c ation or revocat i on is in the public interest involves a consideration of t~ e impact that any such act i on or the absence of any such action may have on factors a ffecting the public interest. Such factors include, but are not limited to ~avigeticn, fish BJ,d wildlife, water quality economics, conser\*ation aesthetics, recreati on, water supply, flood ~amage prevention, ecosystems and, in general, the needs and welfare of the people.

( i ) That any modification, suspension or revocation of this permit shall not be the basis for a claim for damages against the United States.
(J) That the United States shall in no way be liable for any damage to any structure or work authorized herein which r.iay be caused by or result from future operations undertaken by the Government in the public interest.
(k) That n0 attempt shall be made by the permi~tee to forbid the full and free use by the public of all navigable waters at or adj acent to the struc ture or work authorized by this permit.
(l ) That if t he display of l i ghts and signals on ~ny struc ture or work authori z ed here i n i s not otherwise provided for by l aw, such lights 9.nd signals as may be prescribec by t~e United States Coast Guard shall be i nstalled and mai ntai ned by and at the expense of t he permittee.
(m) i~at t he permittee shall notify the Distric t Engineer at what time the construction or work wi ll be con:menced, a ~ far in advanc e of
~he time of commencement a~ the District EngirEer may spec i f'y , and of its completion.
(n ) fhat i~ the s~ructure or work herein author i zed i s not completed on or be f'ore t he thirtieth day of September , 19 ~, t his permit, if not previously revoked or spec ifically extended , shall cease and be null and voi d.
(o ) That the legal requirements of all Federal agenc ies be met.
(p ) That this pennit does not authoriz~ or approve ~he const ruc t i on of par ticular structures, the au~nor i zat ion or appr oval of which may require action by the Congress or other agenc ies o* the Federal Government.
(q) That all t he provis ions of t hi s permi t sheu.l oe binding on any ass ignee or succ essor ip i nterest of the permittee.

( t) That the permi. tte1~ agrees that it will prosecute the construction of work authorized herein in a manner so as to minimize any degradation of water quality.
{u) That the permittee, upon receipt of a notice of revocation of this permit or upon its expiration before completion of the authorized structure or work, shall, without expense to the United States, at the direction of the Sec retary of the Airrry and in such time and manner as the Se1retary or his authorized representative may direct, restore the water-wa.,* to its former condition . If the permittee fails to comply with the direction of the Secretary of the Army or his authorized representative, the Secretary or his designee may restore the waterway to its former condition, by contract or o ~herwise, and recover the cost thereof from the permi ttee.
