Title:

Notice of Forthcoming Meeting between the U.S. Nuclear Regulatory Commission and Tennessee Valley Authority to Discuss Topics Associated With Part 2, Site Safety Analysis Report of Tennessee Valley Authoritys Early Site Permit Application Meeting Identifier: 20190157, ADAMS Accession No. ML19050A446 Date of Meeting: Friday, March 1, 2019 Location: Via teleconference Type of Meeting: Category 1 Purpose of the Meeting:

To discuss topics associated with changes in Revision 2 of Clinch River Nuclear (CRN) Site Early Site Permit Application (ESP), Part 2 - Site Safety Analysis, Chapter 2. The specific discussion topics were outlined in an attachment prepared to support meeting notice under Agencywide Documents Access and Management System (ADAMS) Accession No. ML19056A548 and are summarized as follows:

1. Discussion of changes made in Revision 2 that reflect updates to the Karst Evaluation Report and the Geologic Field Reconnaissance Report. Specifically, the size and exact location of a newly-identified small, shallow landslide within the CRN Site location mentioned under Tennessee Valley Authority (TVA) tracking number ESPACR# 18-007 in Enclosure 1 of TVA Letter CNL-19-018 (ADAMS Accession No. ML19030A485).

Summary of Meeting The meeting started with a brief introduction by the U.S. Nuclear Regulatory Commission (NRC) safety Project Manager, Allen Fetter, who gave an overview of the meeting purpose and how the meeting discussion would be documented. He also mentioned the preparations done by some staff in advance of the call, which involved viewing parts of the February 2018, Geologic Field Reconnaissance Report by Lettis Consultants International, Inc. in TVAs electronic reading room. Staff saw the location of the small landslide (WP (Waypoint) 077) in Figure 2 of page 49, read the description of the landslide feature at WP-077 in Appendix A (page A-9), and also viewed a photo of the feature.

NRC technical reviewer, Jenise Thompson, stated the need for clarifying information on the docket to support staff discussion of this matter in the final safety evaluation report (FSER).

Specific information identified as important included: 1) a map/figure showing WP-077 location on the CRN Site (either a figure modified from Site Safety Analysis Report Figure 2.5.1-29 as it shows the geologic formation units or Figure 2 on page 49 of the February, 2018, Geologic Field

2 Reconnaissance Report by Lettis Consultants International, Inc.), 2) the geologic material (terrace or rock formation) associated with the small landslide, and 3) the size dimensions/scale of the slide.

Kevin Clahan of Lettis Consultants International, Inc stated that the material in the small landslide was weathered rock from part of the Blackford Formation that is sometimes referred to as the Five Oaks Formation. Kevin also stated that the slide involved approximately two cubic meters of material and that the reading room photo captures most of the extent of the feature.

For context, Kevin added that the small landslide is associated with road cut along the east-northeast part of the site and the slumped material is likely a consequence of the over-steepened bank caused by human activities.

NRC technical reviewer, Luissette Candelario asked if the applicant considered the possible impact of the small landslide on slope stability for Section 2.5.5, and Kevin Clahan answered that the proposed plant site (power block and associated plant infrastructure area) is of low relief and is unaffected by this newly disclosed feature.

After these discussions, no other clarifications were requested and the meeting was adjourned.

Action Items/Next Steps:

TVA stated that it plans to provide supplemental information on the docket that will help NRC staff document the extent and nature of this small landslide in the FSER.
