Title:
Meeting between the U.S. Nuclear Regulatory Commission and Tennessee Valley Authority (TVA) to Discuss Topics Associated With TVA's Early Site Permit Application for the Clinch River Nuclear Site [Application Figures and Graphic Information System files]

The purpose of the public meeting was to discuss topics associated with TVAs early site permit (ESP) application for the Clinch River Nuclear (CRN) site that required clarification and/or technical interactions. Specific topics were outlined in an attachment to the meeting notice within the NRCs Public Meeting Notification System (ADAMS Accession No. ML17221A618). These items related to outstanding issues associated with figures from TVAs Environmental Report (ER) and associated graphic information system (GIS) files.
Summary of Meeting The meeting started with introductions, identification of the callers, and an overview of the meeting purpose with a brief presentation of background information.
The environmental review team (representing staff from NRC, Pacific Northwest National Laboratory (PNNL) and the US Army Corps of Engineers) has recently completed an audit of the ER submitted by TVA for an early site permit ESP for the CRN Site. During the audit, the review team discussed the need for publication quality files and GIS data of selected ER figures. In response to the related audit information need, TVA has submitted publication quality files and GIS shapefiles on July 7, 2017 (ML17206A091).
The review team identified four items of discussion related to TVAs July 7 submittal which were presented in the topics of discussion for this meeting described under Purpose of Meeting section above.
- 1) For item1 (source of land cover data), TVA verified that the National Land Cover Database citation for Figures 2.2-1 through 2.4.1-1 is correct and that it would provide clarification of this in a supplemental submittal.
- 2) Item 2 presented information that indicated a discrepancy in the data source for Figures 2.4.1-1 and 4.3.-1. TVA verified that the data source used for these figures was the same as that used for the Table 2.4.1 cover type acreages. The terrestrial ecology cover type was developed using aerial photos and TVA ecology survey data. TVA stated it would provide a description of the terrestrial ecology GIS data development.
- 3) Item 3 discussed that the GIS data provided in the July 7 submittal for Figure 3.1-2 was for CRN site flood hazard. TVA stated it would submit the correct map package associated with Figure 3.1-2.
- 4) The NRC staff informed TVA that, upon further review, item #4 could be considered as resolved and this meeting need not include a discussion of the revised figures in the July 7 submittal related to alternative sites.
Action Items/Next Steps:
TVA stated that it would provide supplemental information to the NRC to address the items as discussed. GIS data for items 1 and 2 were correct, but TVA would clarify the source of the GIS and figure data. Correct GIS data for item 3 would be included in its submittal.
