SUBJECT:

UNIVERSITY OF UTAH TRIGA RESEARCH REACTOR EMERGENCY PREPAREDNESS PLAN SCREENING REVIEW IN ACCORDANCE WITH 10 CRT 50.54(Q) (TAC MC4881)

Dear Dr. Krahenbuhl:

This letter is in response to your September 29, 2004, revision to the University of Utah Center for Excellence in Nuclear Technology, Engineering, and Research (CENTER) Emergency Plan under 10 CFR 50.54(q). In that letter, you stated that the changes do not decrease the effectiveness of the plan.

Our initial review of these changes generated several questions. In accordance with a teleconference on January 28, 2005, with you, we understand that the University of Utah will incorporate the following into their Emergency Plan:

1. Figure 2, Floor plan of CENTER, including escape routes:
a. Include text for Fuel Storage Pits.
b. Include text for CF-252 storage.
2. Figure 3: CENTER Emergency Organization
a. Change USNRC, Region IV to USNRC, Operations Center.
3. Step 3.5, Authorization of radiation exposures in excess of 10CFR20 limits:
a. Revise RS to OEC to be consistent.
4. Step 4.2, Notification of unusual events
a. Correct the typographical error on the setpoint for the particulate air monitor (add micro symbol back to term)
5. Step 7.2, Protective Action Values:
a. Change the term from alert to a suitable alternative.
6. Step 7.6.3, Corrective actions for notification of unusual event:
a. Return the shall statement for the may statement - In case of fire or explosion within the CENTER, the Radiological Health Department may shall be notified. The word may was erroneously used.

With the incorporation of the above mentioned items, these changes are in accordance with 10 CFR 50.54(q) and do not decrease the effectiveness of the emergency plan.
