TRIP REPORT: VISIT TO GLOBAL LASER ENRICHMENT IN WILMINGTON, NORTH CAROLINA TO DISCUSS PROPOSED SHUTDOWN OF THE FACILITY AND DISPOSITION OF INFORMATION AND EQUIPMENT On July 24-25, 2018, representatives from the U.S. Nuclear Regulatory Commission (NRC), the National Nuclear Security Administration (NNSA), U.S. Department of Energy (DOE), and the U.S. Department of State (DOS) traveled to the General Electric Hitachi (GEH) Global Laser Enrichment (GLE) facility in Wilmington, North Carolina. The staff from the Division of Fuel Cycle Safety, Safeguards, and Environmental Review observed the annual physical security and cyber security inspection on July 24, 2018. On July 25, 2018, staff from the NRC, NNSA, DOE, and DOS, met with representatives from GLE, GEH, and SILEX Systems Limited (SILEX) to receive an update on their plans for GLE. The parties continue to work together under the existing Technology Commercialization and License Agreement between GEH and SILEX. The current owners (i.e., GEH and Cameco) and SILEX are in negotiations for a path forward on GLE. The parties agreed to keep the NRC informed as their plans develop.
The NRC, NNSA, DOE, and DOS discussed with the parties the regulatory requirements for various options to disposition the GLE equipment and information which include: continued operations at the Wilmington site, disposal, long term storage, transfer within the U.S., export to Australia, etc. GEH and GLE reiterated their commitment to maintain appropriate compliance with the regulations and license commitments to ensure safety and security.
