SUMMARY

FOR JANUARY 25, 2018, REGARDING THE PRE-APPLICATION MEETING FOR THE PROPOSED LICENSE TRANSFER OF GLOBAL LASER ENRICHMENT On January 25, 2018 the U.S. Nuclear Regulatory Commission (NRC) staff held a pre-application meeting with representatives from Global Laser Enrichment (GLE), Silex System Ltd. (Silex), and GE-Hitachi (GEH). The NRC staff provided a slide presentation, see, that indicated the license transfer and facility clearance typically take 195 days to complete, this includes 45 days for the acceptance review and 150 days for the formal review.

GLE plans to submit the license transfer and facility clearance request to the NRC by the end of March 2018. GLE provided two public slides, see Enclosure 2, which represent graphically the current ownership structure (76 percent GEH and 24 percent Cameco) and proposed future ownership structure (76 percent Silex and 24 percent Cameco). The second slide shows the areas of responsibility for the two licenses currently used by GLE. The licenses are Global Nuclear Fuels - America special nuclear materials (SNM) license SNM-1097 which allows work in the test loop and SNM-2019 which authorizes the future commercial enrichment facility and allows for the security and classified network for the test loop. Enclosure 3 provides the list of meeting participants.

GLE plans to address the license transfer criteria described in NRC guidance NUREG-1556, Vol. 15, Consolidated Guidance About Materials Licenses, (Agencywide Documents Access and Management System Accession Number ML16181A003). The licensee believes the financial assurance and financial qualification commitments in the existing license can be transferred directly to the new license. These license conditions postpone specific financial assurance and financial qualification commitments until activity begins on the commercial laser enrichment facility. The NRC indicated that GLE needs to provide financial qualification for the disposition of restricted data (i.e., information and matter) and demonstrate the ability to obtain appropriate liability insurance.
