EDO CALL FOR AUGUST 15, 2003 UPDATE ON REINTEGRATION OF BARGAINING UNIT EMPLOYEES AT OYSTER CREEK On Monday, August 11, 2003, approximately 200 bargaining unit employees of the IBEW Local 1289 began returning to work following resolution of a 78 day strike that began on May 22. Per AmerGen's reintegration plan, union workers returned in groups of approximately 50 people per day. Each group of 50 received one day of training at company facilities outside the protected area consisting of general employee training, FFD, and senior management discussion of worker expectations, core values, employee conduct, and other "soft" issues affecting worker relationships with supervision and peers. Day two consisted of a plant tour and general housekeeping duties. The remaining three days of the week for each group were vacation days off, with the exception of the non-licensed and reactor operators, who reported to training.

Next week, Operations will begin shift proficiency watches for ROs while Maintenance, I&C, and Rad Pro will begin onsite and offsite training and requalification. In accordance with AmerGen's reintegration plan, all bargaining unit workers are not scheduled to return to their normal work duties until September 1.

NRC Region I finalized an inspection plan to complete our review of AmerGen's reintegration efforts between now and late September. In addition, Keith MpConnell, the acting Deputy Division Director for DRP, and Neil Perry, the acting Branch Chief for Oyster Creek, visited the site on Wednesday and Thursday to speak with AmerGen senior management about their reintegration plan and progress as well as observe elements of the reintegration training being administered to returning employees.
