OF A TELEPHONE CONFERENCE CALL HELD ON FEBRUARY 2, 2006, BETWEEN THE U.S. NUCLEAR REGULATORYCOMMISSION AND AMERGEN ENERGY COMPANY, LLC, CONCERNING DRAFT REQUEST FOR ADDITIONAL INFORMATION PERTAINING TO THE OYSTER CREEK NUCLEAR GENERATING STATION, LICENSE RENEWALAPPLICATIONThe U.S. Nuclear Regulatory Commission staff (NRC or the staff), and representatives ofAmerGen Energy Company, LLC (AmerGen), held a telephone conference call on February 2, 2006, to discuss and clarify the staff's draft request for additional information (D-RAI) concerning the Oyster Creek Nuclear Generating Station license renewal application (LRA). The conference call was useful in clarifying the intent of the staff's D-RAI.Enclosure 1 provides a listing of the conference call participants. The following D-RAIs were discussed during the telephone conference call.D-RAI 2.5.2-1In Section 2.5.2.2 of the LRA, the applicant identified Phase Bus and Switchyard Bus aselectrical component commodity groups which meet the criteria of 10 CFR 54.21(a)(1)(I) and are subject to an aging management review (AMR). However, in Section 2.5.2.3 of the LRA, the Phase Bus and Switchyard Bus commodity groups were eliminated from AMR based on the assertion that none perform a license renewal function. Resolve the conflicting positions in Section 2.5.2.2 and in Section 2.5.2.3 of the LRA, and provide an explanation ofwhy the Phase Bus or Switchyard Bus is not considered to perform any of the license renewal functions listed in 10 CFR 54.4(a), and is not subject to AMR. If a section of the Phase Bus or Switchyard Bus performs any of the license renewal functions listed in 10 CFR 54.4(a), it must be subject to an AMR per the criteria of 10 CFR 54.21(a)(1)(I) (i.e., performs an intended function without moving parts).Discussion: Following discussions, this question was withdrawn/D-RAI 2.5.2-2In Section 2.5.2.5 of the LRA, the electrical commodity groups subject to AMR are described.Confirm that, in addition to power circuits in the electrical systems, the associated controlcircuits are also considered in the scoping and screening review, and are included in the electrical commodity groups subject to AMR.

Discussion: The applicant indicated that the question is clear. This D-RAI will be renumberedand sent as a formal RAI. D-RAI 2.5.2.3-1In Section 2.5.2.3, the first bullet states: "phase bus exists only in the Main Generator andAuxiliaries System. That system has no electrical intended functions and is in scope for 10 CFR 54.4(a)(2) systems interaction only.

Because the phas e bus contains no fluid, it has nolicense renewal intended functions." Regarding the above first bullet, provide additional information for the following:a. Provide cross-reference to the phase bus that exists in the SBO path.b.Confirm whether the Phase Bus (in the Main Generator and Auxiliaries System)provides interactions for 10 CFR 54.4(a)(2) systems? If yes, list the 10 CFR 54.4(a)(2) systems. If 10 CFR 54.4(a)(2) is applicable to this Phase Bus,explain why this Phase Bus is not included as an Electrical Commodity Group subject to AMR.c.Explain the purpose of the statement: "Because the phase bus contains no fluid, ithas no license renewal intended functions".Discussion: The applicant indicated that the question is clear. This D-RAI will be sent as aformal RAI. D-RAI 2.5.2.3-2In Section 2.5.2.3, the second bullet states: "Switchyard Bus was eliminated because noneperform a license renewal intended function. Rather, transmission conductors, high voltage insulators and insulated cables and connectors which perform the functions of providing offsite power to cope with and recover from regulated events."Regarding the above bullet, list (providing reference to license renewal Drawing No. LR-BR-3000) the circuits that may contain transmission conductors, high voltage insulators, and insulated cables and connectors which perform the functions of providing offsite power to cope with and recover from regulated events. List the regulated events.

Discussion: The applicant indicated that the question is clear. This D-RAI will be sent as aformal RAI. D-RAI 2.5.2.5-1In Section 2.5.2.5.3, it is stated that the high voltage insulators are provided on the circuits usedto supply power from the switchyard to plant buses during recovery from a station blackout or fire protection event. Describe the circuit path (which may contain the high voltage insulators) which is relied upon tosupply power from the switchyard to plant buses in case of the fire protection event.

Discussion: The applicant indicated that the question is clear. This D-RAI will be sent as aformal RAI. D-RAI 2.5.2.5-2In Section 2.5.2.5.4, it is stated that the transmission conductors provide a portion of the circuitsused to supply power from the switchyard to plant buses during recovery from a station blackout or fire protection event.

Describe the circuit path (which may contain transmission conductors) which is relied upon to supply power from the switchyard to plant buses in case of the fire protection event. Discussion: The applicant indicated that the question is clear. This D-RAI will be sent as aformal RAI.
