Dear Sir or Madam:

Entergy Nuclear Operations, Inc (Entergy) has declared the new Alert and Notification System (ANS) operable and the system will be placed in service at 12 noon on August 27, 2008 and Entergy is providing this written notification as required by Section IV.Ill of the Reference 1 Order.

NRC Order EA-07-189 (Reference 2),Section IV.Ill requires that Federal Emergency Management Agency (FEMA) approval be obtained prior to declaring the new system operable and using it as the primary alert notification system. FEMA has provided approval of the system design report including that required by Section IV.II.C.3 of the Order and has granted approval for the new ANS to go into service (Reference 3).

NL-08-134 Dockets 50-247 and 50-286 Page 2 of 2 As required by Order EA-07-189 Entergy has completed all necessary software and procedure upgrades and training of all the four county response organizations, accounting for the specific training needs identified by the counties.

Placing the new system in service has been coordinated with the emergency response personnel of the four counties in the emergency planning zone and public notification announcements have been issued. Entergy will proceed with periodic in-service testing and reporting of results as described in Sections IV.II.C.4 and Section IV.II.C.5 of the Order.

The NRC issued a Confirmatory Action Letter (CAL) (Reference 4) that requires that Entergy implement a tone alert radio (TAR) Control Program and that Entergy distribute TARs to required locations in the 0-5 mile region in the Emergency Planning Zone prior to placing the new siren system in service. Entergy has met these CAL requirements.
