SUMMARY

(Continue on Page 2)

Telephone conference (bridge line) between the above-listed individuals at NRC and those listed below.

TN- Mike Valenzano, NAC - Pete Aucoin, EnergySolutions - Steve Sisley, Holtec - Dr. Alan Soler, NEI - Everett Redmond Preparation for Cask Vendors to Attend Safeguards-level Briefing With respect to the requirements for cask vendors having access to Safeguards Information, there are two primary documents of interest. These are the Orders issued to the cask vendors in October 2008, (ML082960738) and the new security rule that became effective on February 23, 2009 (http://edocket.access.gpo.gov/2008/pdfIE8-24904.pdf). The purpose of this conference call was to discuss the differences between the Order and the Rule and to answer any questions the vendors or NEI had on the subject.

We indicated to the vendors and NEI that they needed to comply with the Rule to have access to Safeguards Information (SGI). Where there are differences between the Order and the Rule, they need to comply with the most restrictive of the two.

Several questions were raised and answered by the staff. Confirmation of some responses is being sought and will be forwarded to the call participants when it is received. Participants were provided the web address for the questions and answers from the webinar for the SGI rule:

http://www.nrc.gov/security/info-security.html which includes a link to the rule itself, and the link to the Proposed Generic Communication (Regulatory Issue Summary):
